Is there a listing anywhere online of the future park development plans? If an individual has an idea is the best way to communicate that to attend a meeting or tell a committee member?

To your question; several answers. First off, I do agree that attending a Park committee meeting would be helpful to get current information. Park and Recreation Committee meets the first Wednesday of every month in the Community Park Building at 7 p.m.
Secondly, for what it is worth, I have pictures of the entire project as initially visualized and presented by the architect. It was displayed at the Park Dedication ceremony in June of 2012. I would be glad to email them to you if you would like to see the total plan. Contact me at tvrslr@pa.net.
